States to be pushed for ‘utility led aggregation’ to meet PM Surya Ghar targets

To meet its goal of one crore PM Surya Ghar households by March 2027, the Ministry of New and Renewable Energy (MNRE) is encouraging States to undertake a ‘utility led aggregation (ULA)’ mannequin, whereby State electrical energy distribution firms (DISCOMS) can pay for putting in rooftop photo voltaic programs in households that both can’t afford them or don’t have satisfactory infrastructure to instal rooftop programs.

Though this scheme has been in drive since mid 2025, it has not been fashionable. However the MNRE is mooting an incentive scheme to make this extra enticing to States. “With this scheme, we should be able to cover 30 lakh households. Combine that with the 35 lakh households under the scheme so far (which works to 65 lakh households), we will be able to close the gap by March (2027),” MNRE Minister Pralhad Joshi mentioned on Wednesday (April 8, 2026).
