Democrats Win Control of Congress in Midterms, Setting Up Legislative Clash With Trump

WASHINGTON — The US midterm elections have handed Democrats control of both the House of Representatives and the Senate, dealing a significant legislative setback to President Donald Trump during his second term.
The electoral shift alters the balance of power in Washington by granting Democrats majorities in both chambers of Congress. However, Republicans will retain control of both chambers until the newly elected Congress officially convenes on January 3, 2027.
The majority control provides Democrats with sweeping investigative powers, enabling them to chair committees, set hearing agendas, demand official documents, and issue subpoenas. Democratic legislators are preparing to scrutinize potential conflicts of interest involving President Trump and his family, examine the handling of files linked to convicted sex offender Jeffrey Epstein, and review Pentagon spending. Furthermore, Democrats have not ruled out pursuing a third impeachment against Trump.
Despite these newly acquired investigative and blocking capabilities, major policy shifts will remain constrained by institutional hurdles. In the 100-member Senate, most major legislation requires 60 votes to overcome a filibuster. Additionally, overriding presidential vetoes demands a two-thirds majority in both legislative chambers, while Democrats may also use their new authority to block or delay presidential nominees for Cabinet posts, ambassadorships, and federal judgeships.
The political dynamic echoes past legislative friction during Trump’s tenure. In 2018, Democrats won control of the House during his first term, setting off investigations that culminated in his first impeachment in 2019 over Ukraine dealings, followed by an acquittal in the Republican-controlled Senate. Trump was impeached a second time in 2021 for incitement of insurrection following the January 6 attack on the US Capitol, where 57 senators voted to convict and 43 voted to acquit, falling short of the required two-thirds majority.
