LUCKNOW — The Uttar Pradesh government has abolished the requirement for property owners and developers to obtain a no-objection certificate from the Uttar Pradesh Housing and Development Board (Avas Vikas Parishad) for building-plan approvals.

The policy change removes a mandate established by a September 2010 government order, which required property owners whose land fell within 500 metres of Housing Board schemes to secure an NOC prior to obtaining building-plan approval from local bodies such as the Lucknow Development Authority. According to a media report, the latest circular withdraws those provisions to streamline administrative procedures.

The decision forms part of a broader administrative overhaul initiated in July 2025, when the state government introduced the Uttar Pradesh Building Construction and Development Byelaws to eliminate more than two dozen redundant rules. By decoupling the NOC requirement from construction permissions, authorities aim to reduce approval timelines and lower project costs for developers and residents across major urban centres, including Lucknow, Kanpur, Agra, and Ghaziabad.

Under the revised framework, the separation of powers means the Uttar Pradesh Awas Evam Vikas Parishad will independently manage the levy and recovery of betterment charges on land within its schemes and the 500-metre peripheral zone. Meanwhile, respective development authorities will continue to collect betterment charges linked specifically to their own projects. Experts noted that the reform is intended to simplify approvals while retaining necessary regulatory oversight for planned urban development.
